Well ..

More info:

After going over the top and bottom of the RF board and finding no obvious 
errors; I again ran the 2 watt test.

During the first test I keyed the rig with my CW key..not using the tune 
mode.  The other thing that's different is that I peaked some of the "L" 
cans for max receive gain.

Now (and this may be the real problem) when the power level is set to 2 
watts. I read "High Current" on 40 Meters, with the watt meter reading abt 
10 watts. On the 30 meter test the power level was again set at 2 watts and 
I DID NOT receive "High Current"; but output was again about 10 watts.  I 
used the "Tune" mode for these tests. I didn't have the rig keyed for more 
that a second or two, for fear of cooking something.

I again removed the sheet metal in search of anything obvious..nothing.

It looks like the trouble may be in the current/power  control/limit area.

Any ideas ?
