Just reproduced the same problem on K2 #2490 without changing bands.  I
simply went to test mode, sent 3 v's, went back to operate mode and until
I moved the power knob (which was full clockwise), no power out.

Note: This only happens when first powering on.  If I then change back to
test mode, send some code, and back to operate, I don't have to move the
power knob.
