[EIDXA] Filling out EIDXA Membership application.

I tell people working digital modes something similar: The typical 
getting started in psk web page will tell you to just set the radio to 
14.07, 21.07 and etc and "leave it there".. Yeah that'll work for a 
beginner, but when you get a weak one around 2khz on your waterfall, if 
you tune the radio up about a khz or so, so their signal is around 1khz 
on the waterfall, your radio's higher frequency response  at that spot 
will sometime help you sniff out those weak ones...
