[Dxbase] DXCC award submission problem

I messed with this and I believe your assessment is right on.

Me thinks you need to do this in two passes: 1) Do a DXCC Phone award, with
"exclude past submissions" checked then, 2) do a 40 meter award selection.

1) Should find only new ones for your phone endorsement.

2) Should find only new ones for your 40 meter submission.

Sort the cards by band and mode and send them to ARRL.  They don't need the
QSO sheet, but will look only at the cards and credit you with every
possible band and mode.

I wish my problem was so simple.

Here is the rub in my case (and maybe yours).  I don't have any individual
band awards but if I had a few more confirmed on 80 meters I would have the
cards for 5BDXCC.

However, except for the 100 CW cards that I had field checked, my previous
submission was in 1983 so none of my credits list the band, and mode was
only differentiated between Phone and Mixed.  So if I want to submit for a
band award, I can't use "exclude past submissions" and have to resubmit the
cards, unless they are the CW cards that I have credit for.  What a mess!
And I might add, an expense.
