Peter,

I think you are just being fooled.  The band awards are not mode specific.
To best of my knowledge, the ARRL does not offer mode awards by band.  So,
for example, a 40 meter band award only cares about confirming each country
on 40m regardless of the mode.

When selecting the Phone + 40m you would expect to see QSOs that qualify for
the Phone award and any additional QSOs that could add to your 40m band
award without regard for the mode.  If you already have a country on 40m
credited ( regardless of mode ) this same country will not be selected again
for 40m band award regardless of mode.
