DXCC Criteria quote
*Discovery Entity:*An Entity "Discovered" after the listing is complete.
This applies only to Geographic Entities, and may occur after a future
rule change, or after an Event has changed its status.
*Discovery Date:*Date of the rule change or Event which prompts addition
of the Entity. This is the Start Date for a Discovery Entity.
UNQUOTE
Kosovo would be a discovery entity, therefore starting date should be
the "discovery date", in this case the rule change.
If they count it retroactively, that means they do not understand their
own criteria (as they id for KH4 and KH7K recently... IMHO
