My internal source says, "immediately and *retroactive*".   The interim
CEO is charged with drafting the new rules and determining the proper
"effective date".  Most likely dates are 17 Feb 2008 (Declaration of
Independence) or 18 February 2008 (when the US added Kosovo to the
Department of State list of Independent States of the World:

My suspicion is that the DXCC rules change will be to add "Independent
States of the World" as an alternate to to UN Membership in (a) under
Political Entities - as "Dependencies and Areas of Special Sovereignty" 
is an alternative to the list of "Non-Self-Governing Territories" in
(c).
