[Dx4win] ADIF to DX4WIN log conversion version 4.8 released

Ver 4.8 - 27 February 2010

* Added Win-Test support for ARRL DX

* Improved: Don't write sent serial number (SerNr=) to "Notes for this
QSO" field if contest does not use serial numbers

If you find any problems in the program or documentation, let me know.
If you need a conversion added, send me your ADIF file and tell me
what contest it is for, and which logging program produced it.
