[Dx4win] DX4WIN data file updates

I believe I fixed the problem.  Try downloading "update.bat" again
from this web page:

    http://dx4win.ad1c.us/update.htm

When it runs, it should report this version:

    $Id: update.bat,v 1.6 2010-02-09 14:54:36 Jim Reisert Exp $

It is also smart enough not to run (i.e. start moving files) if it
can't find the WGET program.
