Check your Windows settings...
It sounds like you have your time zone set to GMT and have set the clock
to local time.
Set your Zone to Eastern Time (or whatever) and the DX4WIN calculates
the offset to GMT automatically.

Subject: [Dx4win] Lost UTC Time Display
DX4WIN suddenly quit displaying UTC time and is now displaying local
time.
I went to Preferences and the window that allows me to set an offset to
UTC
is gone. My experience level is set to Expert.
Any ideas what I can do to correct this?
I'm running Windows ME on the machine with the problem.
