[Dx4win] Lost UTC Time Display

The Windows clock was set for GMT just like you suggested. I don't know how 
this happened. I remember changing the clock to GMT but I never touched the 
Windows setting. I did this for the 10 Meter contest during which I used TR 
Log. During the contest I changed the time back to local when I discovered 
I could change an option in TR so that it made the correction for GMT.
