[Dx4win] Lost UTC Time Display

[John/K4WJ]

DX4WIN suddenly quit displaying UTC time and is now displaying local time. 
I went to Preferences and the window that allows me to set an offset to UTC 
is gone. My experience level is set to Expert.

Any ideas what I can do to correct this?

I'm running Windows ME on the machine with the problem.
