[Dx4win] Do these prefixes need changing and comparing ARRL and DX4WIN reports?

Further complicating things, there's a reference in the recent ARRL Board 
minutes to plans to implement the new DXCC software at HQ next month.  I 
have seen nothing about what this software is or will do, so this may be a 
moving target.
