Charles, one quick comment on the ARRL. my guess the 36 cent comment is either a typo, or he's anticipating the next postage increase.....but regardless, I think the ARRL is in touch with one thing.....they're trying very hard to keep the integrity of the DXCC program. To another person's posting, it AMAZES me that people cheat, but sadly, I've seen it, and heard too much about it. I guess this kind of cheating only puts you in DXCC jail, not divorce court or the real jail, so maybe that's the allure...its low risk. But people do, sadly. And, while not anywhere near the honor roll, I'd like to feel good about the fact that those that are there, and those that are at the absolute top, have gotten there the same way others have....and there is no one running around with P5, BS7, etc confirmed that shouldn't. I'll bet, somewhere, something has slipped through. But it's not easy. and, I'm frankly glad that the ARRL has taken a very measured approach to this. I think Jim's comment may refer to the savings one can get via electronic QSLing, vis a vis the other expenses of the hobby.
I think that's also the reference to hoops...you infer that he's left the door open....i would say it a bit differently.....the ARRL will accept e-QSLs of some form or another when the process is in place to ensure the resultant DXCC credit is no worse than the system we have today. So I would say the responsibility lies with those that are proposing eQSL acceptance to prove that their system provides the same checks and balances, which primarily at this point seems to be assurance that the eQSL printer IS the manager, and that there is a level of 'log checking' that is in sync with what exists in the 'paper world' today.
