No, just package them up with all your other outgoing bureau cards. It would
be the equivalent of a foreign ham sending a card via ARRL Bureau. The
League has bins for every active bureau and will know what to do with them.

Hi Everyone:
I think I have been making a mistake with the way I thought a request like
this should be handled. I have been writing on the qsl card in the "via"
section for example, ZRS bureau, or DARC bureau and including them in the
packet I send to the ARRL. I assumed there was a slot in their sorting bin
for those.
After reading this post (thank you), I am getting the feeling I am wrong in
that approach.
Should those special bureau requests get sent by me to the requestor's
indicated bureau, or will the ARRL manage it like I am probably mistaken.
