I believe the ARRL Outgoing QSL Service sends the QSLs to the designated
incoming bureaus of the respective countries - therefore, it would seem that
if the ZRS bureau is the "official" Slovenia incoming bureau, then you need
do nothing more than have the station's callsign on the card ("via ZRS"
would then seem to be superfluous).

Hi Everyone:
I think I have been making a mistake with the way I thought a request like
this should be handled. I have been writing on the qsl card in the "via"
section for example, ZRS bureau, or DARC bureau and including them in the
packet I send to the ARRL. I assumed there was a slot in their sorting bin
for those.
After reading this post (thank you), I am getting the feeling I am wrong in
that approach.
Should those special bureau requests get sent by me to the requestor's
indicated bureau, or will the ARRL manage it like I am probably mistaken.
