[Dx-qsl] Question re. Returning USA-Purchased IRCs

I recall it is possible to return USA-purchased IRCs for refunds for 
only a few cents off their original purchase price.  Does anyone know 
if they have to be returned to the specific post office of purchase 
or can they be returned to any USA post office?

Any references to the specific US postal regulations regarding this 
would be appreciated.
