IMHO, Tom is correct.

On the few occasions that I've exchanged IRCs (because they were soon to 
expire) at the PO, rather than re-use them. I've only ever been offered the 
basic rate (10gm)  intercontinental airmail letter stamps. 10gm is usually 
OK for a couple of regular QSL cards plus the envelope.

As a matter of interest, I notice on the USPS site, that the USA basic-rate 
intercontinental airmail letter rate weight is 1oz (presently 94 cents) 
equivalent to 29 gm. Almost 3 times the UK weight allowance for very nearly 
an equivalent price!

The backside of an IRC says:

"This coupon is exchangeable in any Country of The Universal Postal
Union FOR THE MINIMUM POSTAGE for an unregistered priority item or an
unregistered letter sent by air to a foreign Country."

The MINIMUM UK postage for an airmail letter of less than 10g is only
62p, therefore IMHO I will only get 62p for an IRC at my postoffice.
