[Dx-qsl] Increase in UK Postal prices

I would not assume that, but I am not an expert, just relaying the 
latest postal information.

The backside of an IRC says:

"This coupon is exchangeable in any Country of The Universal Postal 
Union FOR THE MINIMUM POSTAGE for an unregistered priority item or an 
unregistered letter sent by air to a foreign Country."

The MINIMUM UK postage for an airmail letter of less than 10g is only 
62p, therefore IMHO I will only get 62p for an IRC at my postoffice.

But I shall wait until i see what happens in practice.
