[Dx-qsl] Forever Stamps and year end dxpeditions.

That may work depending on your bureau. In the Second District, we don't
accept envelopes or stamps. You buy credits from the bureau and we supply
the envelopes and postage. Some of our letter managers can use labels,
others (me included) print directly onto the envelopes.
