[Dx-qsl] It Never Ends

So the simple question is:
 
Why do not *all* use the bureau and take care, that there *is* a well  
working 
QSL bureau? Okay, cards will take some time but we will  not complaining so 
much about the postage raise or other things.
 
And the other question is:
 
Why do not *all* stations QSL - except they are giving the  information, that
they won't QSL and do not need a QSL ?
 
I assume, that there will be no satisfying answer....

I  received a direct QSL request from an Italian station.  He
enclosed a  SAE with 10 cents Canadian postage attached.  BTW
it costs $1.64  Canadian with tax for an airmail letter. He
also enclosed an expired  Belgium IRC.  This station is on
the DXCC honour roll.  What will  they try next?  My card
goes to him via the buro.
