I use the JARL QSL Bureau service for some nations which I did not get
reply for the direct QSLs (including Mexico, Brazil, and China) and to
somewhere I feel the QSL bureau is well-working (including South Korea).
Quite a few number of people here don't want to deal with JARL Bureau
because you need to pay JPY7200 or USD60/yr for the unlimited service
to the first callsign, and another JPY3600 or USD30/yr for each added
callsign.

I think QSLing is a courtesy after all - not something you can demand or
you have the right to ask for a ham radio operator.
I decided NOT to put my mailing address on QRZ.COM because in Japan so
many anonymous cowards among ham radio licensees are targeting anonymous
defamation against anyone using anonymous bulletin boards on the
Internet. Japanese Telecom Ministry have decided to keep the licensee
name and the mailing address information undisclosed on the Web for the
amateur radio stations. Not all amateurs here are well-awared of the
possible abuse of the public station information, and I support the
decision of the Ministry.
For some of my callsigns I state I do not QSL via the bureau (because I
don't subscribe the JARL Bureau service for the callsign) at QRZ.COM.
And many people do not keep a complete log for their QSOs.
