i don't know what is happend in other countries.
Here in Germany
1 (one) IRC is good for a letter in ANY country.
( proper stamped new and OLD IRC !!!!)

In Germany you have to pay for a letter up to 20gr 1,50 Euro
the rates for sending airmail or surface mail are equal in this case

If your letter have more weight the postage for will be another and surface
will be cheaper
Look at the table: (for sending outside of Europe)

20gr  airmail: 1,50 euro     surface  1,50 euro
20 - 50gr  Air:   3,00    S: 3,00
50 - 100gr  Air: 5,00    S:  4,00
100 - 250gr   Air. 8,00    S: 6,00
250 - 500gr  Air:  12,00   S:  7,00
500 - 750gr Air: 16,00  S: 10,00
750 - 1000 gr  Air: 20,00  S: 10,00
1000 - 1500gr  Air: 28,00  S: 14,00
1500 - 2000gr  Air 36,00  S: 18,00 Euro

The maximum for letters is 2000gr, and the max L+B+H =900 mm, one side no
longer than 600mm
For the "normal" letter up to 20 gr the L: 140-235mm, B. 90-125 mm, H.5 mm
