EXACTLY.  I had several exchanges of E-mail with a lady at the IPU, and
that's what she told me.  The IPU doesn't agree with some of the
'interpretations', but they have no authority to enforce compliance with the
'intent'

 The problem with IRC's is:
 While the rules are supposed to be Universal between the International
 Postal members, they interpret the rules differently.
 Basically that's it.
