Palestine meets the DXCC rules.  Somaliland currently does not!  I'm

And of course Palestine, which is less of an actual
country than Somaliland, gets a prefix and DXCC
status.  Guess it helps to have Bernie physically
present in the country ready to operate when the
voting on prefixes or such takes place.
