Impossible!  Palestine received their prefix and country dialing code
per a response to Resolution 99 (Minneapolis, 1998) of the
Plenipotentiary Conference of the ITU.  No Amateur Radio operator has
that much clout!  Up until recently the UN, the US and others didn't
want Somililand to gain its independence, despite the fact that they are
more suitable than Somalia!  That is where the politics are taking
place, but not by amateurs!

I understand that, so how did Palestine (a noncountry)
get a ITU block, when Somililand, which sounds much
more like a country, didn't?  I still smell some
personal politics involved here.
