[Dx-qsl] Manager bashing

I believe it is appropriate to let the DX community know the stations and
managers that are delinquent to QSL requests.  Some delays are explainable
while others are a cash cow for the offending station/manager or postal
system.  There has been, is and will be problems with acquiring some QSLs
and everyone should be informed of these problems, delays and personal
experiences.  I find comments regarding these problems and how they were
solved to be very beneficial and I hope that these comments will continue.
