Depending on the scenario, you might be able to get the envelope through if
the address WAS addressed correctly at the onset.  I had sent a QSL request
for a station I manage...to Reunion Island.  For some reason one of the mail
sorters somewhere decided that I had not included the country for which the
mail was intended.  Our local post office agreed that the envelope HAD been
addressed correctly and sent it through, unchanged, without my having to add
any additional postage.  It was later confirmed that the card had reached
Reunion Island safely, and the station I manage received his requested card.
=)

I still don't know if it was the French address that threw the original
worker off, or if he simply didn't recognize that there was a place known as
Reunion Island.

It's scary that there is so much inconsistency out there...I'm very thankful
that my local post office has some one of the best informed postal workers
in our county.
