I work in a county government office that receives a lot of mail, and it is
amazing how much of it is delivered with uncancelled stamps.  On a fairly
regular basis, we get 23c, 37c, and $1 stamps on envelopes with no
cancellation marks whatsover.  Our Federal tax dollars "working" again.

If this is common across the country, and any significant portion are being
"re-cycled" it's no wonder the postal service claims they're losing money.

close inspection with a magnifying glass, I can see, (I THINK ) that it was
previously cancelled (very lightly).  They may infact be using some rather
sophisticated methods in fact.
