[Dx-qsl] Bureau Addresses for Former Entities

I have several QSLs that date way back prior to 1990. I want to send
these out to the correct bureau addresses, while I am in Europe.  These
involve the following:

East Germany,
Czechoslovakia,
Yugoslavia, and
USSR.

Is there anyway that I can determine via the internet resources if a
callsign/station is now located in a newer entity?  Will a card arriving
at an incorrect IARU bureau forward on to the correct bureau address?

I have the old callsign; is there possibly a lookup database available
that shows me the correct new prefix/bureau addresses?  Where?
