Try to send to bureau of the (current) country of the station. East
Germany -> Baunatal, Czechoslovakia -> Chech or Slovak republic
respectively (old OK1, OK2, OL1, OL2, OM1, OM2 -> OK;; OK3,OL3,OM3 ->
OM). Same for Yougoslavia and USSR.
And no, I would not expect forwarding from wrong bureau to new one. It
can happen, but, you know, there are still some tensions in that countries
(USSR and YU accessors) and radio amateurs are not excluded.
