There is no cheating. In the USA there are several overseas states,
territores, all of which enjoy the same postal rate. France also has
several overseas departments, and as far as the French are concerned,
they might as well be next door as on the other side of the globe.
Reunion is very much French, just as Okinawa is very much Japan.
