No cheating that I can see. Sending it with "Reunion, France" sends it to
France, where the French postal system treats it as "domestic" mail and
forwards it on through their own internal postal channels, which seem more
reputable than some foreign forwarding channels the U.S. Postal System uses
when you put "Reunion Island" rather than just Reunion, France. Your letter
goes to France just as the postage you paid for, what the French postal
system does then is up to them. I'd send it with the EU rate, because it is
initially going to EU-France.

I add the "Reunion, France" line on all my FR5 qsls and never had a problem,
except for a 17m QSO a couple years ago I'm still trying to get.
As a further example, one of the D44 stations (D44BS I think) used to have
all kinds of problems getting his QSLs when you put just Canary Islands, but
when he started telling folks to add VIA PORTUGAL, the QSL return rate jumped
dramatically. D44BS said his air mail from the USA was coming through Senegal
when just Canary Islands was used in the address and apparently there were
problems in the transfer from Senegal to the Canary Islands.
Bob, W9KNI's book "The Complete DXer" in both editions has always recommended
using Reunion, France and the proper French zip code (without Island being in
the address).
