How about the postal rate in that case?
I am afraid my mail to FR via France might be classified
as cheating postal stamps, as AF rate is higher than EU rate.


The short answer is NO.

The French government consider every region (  in French: department)
as a part of France, irrespective they may possibly being on another
continent.

The closest similarity I can think of is KH6 Hawaii, where you also use
domestic stamps although it is not a part of North America.
