If you exchange IRCs for stamps you can use them any way you want.
Sending batch of QSL cards directly to foreign bureau can be faster
and cheaper in some cases.
If you decide to send cards directly to foreign bureau, choose
adequate postal service (letter, small packet, or M-bag). When possible
used surface mail. It is much faster than you think.
