I do bureau stuff via bureau. It is cheap (in Germany) and it works pretty
well. As a QSL manager managing direct QSLing also, you'll have two
options sending cards. First: pick the letter, put QSL card in, go to
PO. You have to present a letter to a clerk to get it stamped with
apropiate stamp (mostly rubber stamp). The second possibility is to
collect a pile of cards, I do not remember how many at least it should
be, and go to a special PO to send them to all of you waiting for the
card. You'll get them a few percent cheaper out. If you handle a large
piles of QSL it could be an option. In this case however, you cannot
use IRCs.
