[Dx-qsl] Germany and CN-01 IRC's

the problem is: your PO does not accept old IRCs. The German PO accept
it without a problem (sometime you need to inform a lazy guy to read
the documents first). We (in DL) use IRCs mostly as a world wide
currency rather than exchange them at clerks window. As I heard, in PA
IRCs are no more available so perhaps they'll accumulate them.
Regarding DL7AFS:  if I'd be a QSL manager I'd also try to save some
money sending out QSLs in lots. You have to pay less for a letter for
a same service if you do so. You cannot use IRCs in this case.
