[Dx-qsl] CANADIAN POSTAGE INCREASE

The post office requires that the postage be used in the post office and the
amount exceeds $5.00 CDN and only on postage outside of Canada. Usually this
is not a problem for me as I am constantly receiving direct requests.  The
postal clerks are sticklers for the postage being applied at the office,
here.
