You do not have to pay the domestic tax if the stamps are to be used for
mail to destinations outside of Canada. All you have to do is tell the
postal clerk that you don't have to pay tax since the stamps are for
international use. Some may require you to apply the stamps to the envelopes
while in the post office, but most won't.
