Are you using the tools from this link ?

These are pretty fool proof. It might be that the BANK0 contents are still  
there. The flash loader will not write to the wrong bank, as it looks at  
the jumpers before proceeding.

If you are using other tools, you may be correct.

If you can get your hands on another 39V, it  can be copied in the DSPx,  
by hot swapping.
