[Drake] Low output on T4XC

Larry -

The INJection voltage is the difference between the Band Oscillator 
frequency and the PTO, as mixed by the Premixer.  Failure to work the 
"other way" still implicates any of the three.   George HAS "on 
frequency" output that he can hear in another receiver (mentioned in an 
earlier message), so all three oscillators and the Premixer are 
"working" in the T-4XC.  Just not enough Premix to the Mixer stage to 
drive the transmitter.  I think the problem is in the Premixer (V8).
