[Drake] Need some help with my "new" R4A

Kurt,
Try swapping tubes from the other R4.   V1, 12BZ6, V2, 6HS6, need to be in 
good shape for 10 meters to work well.
Swap the 10 meter crystal also to be sure it is good.
I have repaired several R4 series receivers and these are the first things 
I check.
