[CW] New ARRL Code Proficiency Certificate Program

Hi Scott,

Every 'organization', more especially any where money is involved, 
evolves into a self-perpetuating organism. One or two where I am a 
member may be a shell of their former selves but still do somewhat 
represent me. It's just how it all works. Maybe somebody should start a 
new organization. I'mm too old to do that.
