[CW] Elimination of CW-Only Sub-bands

   Since CW is permitted everywhere, the term "CW sub bands" could only
refer to parts of amateur bands were voice operations are not permitted.

   see:  § 97 .305   Authorized emission types.

   As an example:
  40 m 7.100–7.125 MHz  RTTY, data
  40 m 7.125–7.300 MHz  Phone, image

   In this example "7.100–7.125 MHz" allows cw, RTTY es data, but not 
voice or image, so it can be called a cw sub-band.

   Not allowing voice operations on some frequencies seems to be what is
bothering Mr. James E. Whedbee, N0ECN, of Gladstone, Missouri.
   That is something that CAN be changed.

   I always thought the established "band plans" were included in FCC
rules by being referenced.  (which include the ITU rules)
