[CW] Elimination of CW-Only Sub-bands

Be that as it may, Ron, my original point stands.

As far as our HF privileges are concerned, the petition, if adopted, would
change nothing.

There are no "CW-only" band segments on HF in the FCC rules, so the
petition is effectively pointless, except as it applies to 6m and 2m.
