You need to read his petition.  That is NOT the case.  He several times 
invokes the term "CW-only sub-bands".  "Only" means ONLY.

No, 7.100-7.125 is not a "CW sub-band", it is a "CW, RTTY, data sub-band".

Nowhere in his 11 page petition does he propose expanding the allocation for 
voice operation.  NOWHERE!

ARRL/IARU "band plans" have no regulatory standing at FCC.  ARRL and IARU 
are radio clubs, not regulatory agencies.

Have you read his petition?  It is actually quite well written, although the 
premise is fatally flawed.  I think he's a lawyer, or has hired one.

In any case, if you don't want to read the whole thing, his proposal boils 
down to the paragraph below (a direct quote).

"    11.   Petitioner proposes all privilege restrictions limiting any part 
of the amateur radio
spectrum to the use of CW/Morse Code radiotelegraphy to the exclusion of 
other emission modes be
eliminated entirely."

The only two sub-bands which are limited "to the use of CW/Morse Code 
radiotelegraphy to the exclusion of other emission modes" (his exact 
words, and those words have an exact meaning in law) are 50.000-50.100MHz 
and 144.000-144.100 MHz.

If his petition is adopted, then those two segments would no longer be 
"CW-only sub-bands".
