[CW] OT: FCC Petition for Lifetime Amateur License

[D.J.J. Ring, Jr.]

It's been that way since the very first licensees.  But they did issue
comparable callsign: if you were W1TC and moved to z Louisiana, you'd get
W5TC if it was available our K5TC, or another W5 two later callsign.
