[CW] OT: FCC Petition for Lifetime Amateur License

The thing I see with this request is that we might not even know someone died, or was in an institution, etc. and would never cancel the ticket. We could quickly have more than a couple million tickets out there, and less than half of them activie. Though it wouldnt sound so bad, it would jack the data bases pretty badly. Id almost bet we approach that percentage now, with 10 year tickets. It wold cost the ARRL a lot of money, sending out postcards, trying to get all these people to sign up. hehe

It's been that way since the very first licensees. But they did issue comparable callsign: if you were W1TC and moved to z Louisiana, you'd get W5TC if it was available our K5TC, or another W5 two later callsign.

The first down side of this proposal is: when a HAM dies his call 
sign will not automatically drop back into pool after their renewal 
date. (I think there is a grace period of a year or two now?)
