Given that the international radio union rules now allow two numbers in a call, that greatly multipies what are already out there now, so I doubt we will have that problem.

One of the commenters against this proposal stated that he was afraid we would run out of call signs if they died with the licensee.

Ditto on call signs...it's been my identity for decades. Besides I earned mine. The next guy will likely be codeless.

The first down side of this proposal is: when a HAM dies his call 
sign will not automatically drop back into pool after their renewal 
date. (I think there is a grace period of a year or two now?)
