[CW] ARRL band plan change

The problem was bad enough - when people turned the AUDIO off on their
receivers and just tuned by Oscilloscope.  Now with operators who cannot
copy Morse because they never were required to learn it, it's worse.  But
even so, there are new operators who know the sound of CW - I've seen them
at Field Day - and they do't call CQ near CW stations.  Bravo.

When I used to operate RTTY I would actually come on in A1 emission and ask
QRL? then I'd go on F1 RTTY and call CQ.

I know I wasn't the only one, but I know that what I did was rare because I
heard it very rarely.
